
PHILADELPHIA (July 13, 2026) — District Attorney Larry Krasner, local, state and federal law enforcement partners on Monday announced charges against two defendants in connection with a major drug bust in Philadelphia, taking several kilos of fentanyl and cocaine estimated at $6 million off the streets.
The Philadelphia District Attorney’s Office approved the following charges:

On December 12, 2025, Delaware River Port Authority Police stopped a vehicle operated by Raabitah Reynolds on the Ben Franklin Bridge returning to Philadelphia from New York City. Police recovered a Glock 9mm handgun and various paraphernalia for packaging drugs. Recovery from that vehicle led investigators to obtain a search warrant for a house in South Philadelphia on the 2000 block of Pemberton Street. There, police recovered two kilos of fentanyl, pills, a gallon jug of PCP and three handguns.
The investigation of Reynolds led police to Khalil Dandy, a drug dealer supplied by Reynolds. Dandy was identified as the owner/manager of a block at E Street and Kensington Avenue used for street-level sales. Investigators determined that Dandy was bagging the narcotics and distributing them to his street-level dealers from his residence, located at 12th and Chestnut streets in Center City. Investigators made a controlled purchase from Dandy’s block in Kensington, where they obtained crystal methamphetamine and fentanyl. On March 18, 2026, search warrants were executed on a Kensington stash house and Dandy’s residence. Authorities recovered 171 flip tops of crack cocaine, 80 packets of fentanyl, six flip tops of crystal methamphetamine, bulk fentanyl, bulk crack cocaine, a scale, money counter and other paraphernalia.
Based on the investigation of Reynolds, authorities made a referral to the New York DEA Task Force. That led to the execution of warrants and shutting down a pill mill in a Brooklyn apartment, seizing over 20 kilos of fentanyl. Investigators also recovered two loaded guns hidden inside a speaker inside the pill mill.
Further investigation of Reynolds led to the discovery of his involvement in bulk cocaine sales in Philadelphia. Eventually, investigators pinpointed a bulk supplier on the West Coast. Investigators identified freight being transported from the West Coast to the Philadelphia area. On July 7 and July 9, search warrants were executed at two shipping facilities, which led to the recovery of a total of 58 kilos of cocaine hidden inside shipping containers. Investigators arrested Ramsey in connection with these freight shipments as the intended recipient.
Reynolds was arrested last week by 12th District officers in Kingsessing after he jumped from a second story window in an attempt to flee. A search warrant of Reynolds’ car resulted in the recovery of two Glock handguns. A search warrant of his residence near City Avenue resulted in the recovery of more than 2,000 alleged counterfeit pills of Oxycodone (mixed with fentanyl) and Adderall.
Investigators also executed a search warrant on a house in Olney, which was being prepared as a stash house. There, authorities recovered an AR-15 semi-automatic rifle with no serial number.
“Taking these drugs off the street should send a message that we will not allow drugs and the individuals responsible for supplying and trafficking them to destroy our neighborhoods,” said District Attorney Larry Krasner. “Additionally, this bust could not have happened without the coordination and support from our local, state and federal law enforcement partners. We will continue to work collaboratively to make our communities safe and free from crime.”

“This chapter of our investigation took about eight months and involved a lot of investigative work, including preparing numerous search warrants and other documentation, which required a true team effort,” said Assistant District Attorney Stephen Girman of the DDOU. “I’m proud of the results that we see before us today.”
Both Ramsey and Reynolds were arraigned. Ramsey is being held on $750,000 bail and Reynolds is being held on $1 million total across two cases. This is an active and ongoing investigation.
