PHILADELPHIA (August 3, 2026) — District Attorney Larry Krasner and the DAO’s Homicide and Non-Fatal Shootings Unit announced the sentencing of Defendant Tevin Kee for his role in the shooting homicide of Philadelphia Parks & Recreation employee Tiffany Fletcher in September 2022 in Mill Creek neighborhood of West Philadelphia. Kee was sentenced to 12.5 to 25 years as part of a non-negotiated plea.
Defendant Tevin Kee (DOB 06/15/2005) was convicted of the following:
- Murder 3 (F1)
- Criminal Conspiracy to Commit Murder 3 (F1)
- VUFA (6106) (F3)
- VUFA (6110.1) (M1)
On the afternoon of September 9, 2022, Philadelphia Police officers responded to a call for a person with a gun at the 4700 block of Brown Street. When officers arrived, they located Victim Tiffany Fletcher with gunshot wounds to the right and left side of her body. Fletcher was transported to Penn Presbyterian Hospital where she later succumbed to her injuries.
Video surveillance footage later recovered depicted two males with handguns inside the Mill Creek Recreation Center yard. Additional surveillance footage from a different angle showed the two males fleeing from the 47th Street side of the recreation center into the rear parking lot of the community center. The individuals continue to flee eastbound on Fairmount Street. The Philadelphia Police Department issued a Patrol Alert on September 16, 2022 with a depiction featuring one of the two males fleeing the scene. Later, Tevin Kee was identified as one of the suspects. Further witness testimonies placed Kee at the area of the 4700 block of Brown Street running from the recreation center towards 47th Street with a handgun in his hand.
Defendant Tevin Kee pleaded guilty in a non-negotiated plea to murder in the third degree, along with related offenses. He was sentenced by the Honorable Judge J. Scott O’Keefe to 12.5 to 25 years with 5 years probation for the crimes he committed in Philadelphia in 2022. Co-defendants Makie Jones and Malik Flegler pled guilty in 2024 to third-degree murder. They were sentenced to 10 to 25 years and 12.5 to 25 years in prison, respectively.
“The loss of Tiffany Fletcher was not only a major blow to her family, but a blow to the Mill Creek and larger Philadelphia community,” said District Attorney Larry Krasner. “Tiffany was an advocate who worked at the recreation center to serve her community. She did not deserve to have her life taken in such a senseless way. I want to thank ADA Jeff Hojonowski for his thorough prosecution in this case, alongside our law enforcement partners at the Philadelphia Police Department. I also want to thank Tiffany’s family for being here today. The journey for this family has not been easy. We are honored to have helped secure justice for them during their time of healing.”

“What happened today is not over. We’re going to continue to fight,” said co-survivor and Tiffany Fletcher’s oldest niece, Gina Clinton-Fletcher. “This moment is not just for us; this moment is for everyone who’s lost someone. My message is: pay attention to what you’re doing. Because these individuals did not just take Tiffany’s life from us, they took her life from a community.”
