PHILADELPHIA (August 20, 2026) — Philadelphia District Attorney Larry Krasner and law enforcement partners announced new developments Thursday regarding Zymire Hughes, the suspect wanted for terrorizing individuals in Center City while wearing a Halloween-style mask earlier this month. An arrest warrant has been issued for Hughes and authorities are asking for the public’s help in locating him.
Zymire Hughes (DOB 11/27/2003) is expected to face the following charges:
- Aggravated Assault (F1)

- Terroristic Threats (M1)
- Simple Assault (M2)
- Reckless Endangerment of Another Person (REAP) (M2)

In the early morning of Wednesday, August 12, 2026 near Dilworth Park at JFK Boulevard and 15th Street, Defendant Zymire Hughes approached the victim while wearing a Halloween mask with his arm behind his back and stated “Are you ready to die?” The victim attempted to run away and Hughes chased after her. In the course of the chase, the complainant suffered injuries to her right hamstring and her spine. This incident is one of many reported incidences that have occurred over the last month.
“We take it very seriously any time someone thinks it is funny or entertaining to terrorize and harass individuals in any neighborhood,” said District Attorney Larry Krasner. “Regardless of his motive, his actions demonstrate that he is a punk and will not be tolerated. He will be caught and held accountable for his crimes.”
Anyone who has been victimized by this individual or knows his whereabouts is asked to call Philadelphia Police Central Detectives Division at 215-686-3093 or 3094. This is an ongoing and active investigation.
