DA Krasner Announces Arrest of Philly Fugitive Wanted for Fatal Parkside Shooting

PHILADELPHIA (June 1, 2023) — District Attorney Larry Krasner and members of the Philadelphia District Attorney’s Office Homicide and Non-Fatal Shooting Unit on Thursday announced the arrest of Raymond Harcum (DOB 02/02/1990), a fugitive wanted for fatally shooting 26-year-old Khalil Harris in the city’s Parkside neighborhood on March 19, 2022. The DAO and law enforcement partners announced Harcum’s fugitive status in March of this year and asked the public for assistance in bringing this defendant to justice.In the early morning hours of May 30, Harcum was identified by two Pennsylvania State Police Troopers during a car stop. The defendant proceeded to flee the scene and was pursued on foot before his apprehension on the 1500 block of Spring Street. Harcum is now facing charges including Flight to Avoid Apprehension, Evading Arrest, Reckless Driving, and related charges in addition to Murder, Possession of an Instrument of Crime, Reckless Endangerment of Another Person, and related illegal firearm charges stemming from the fatal shooting in 2022. The family of the 26-year-old victim has been notified by the DAO of the defendant’s arrest.

“I commend the PA State Police Troopers who brought this very dangerous individual to justice on Tuesday,” said DA Krasner. “My office will vigorously prosecute Mr. Harcum and hold him accountable for the threat he poses to the public. While this defendant is now in custody, there remain numerous fugitives who continue to evade law enforcement.
