PHILADELPHIA (June 23, 2025)—District Attorney Larry Krasner and members of the Gun Violence Task Force announced on Monday that Robert Rosado (DOB 12/2/70) is charged with robbery and related offenses after he posed as an agent with Immigration Customs Enforcement (ICE) during a robbery inside an automobile repair shop in Northeast Philadelphia earlier this month.
Rosado is currently being held on $800,000 bail and is charged with the following offenses:
- Robbery (F1)
- VUFA 6105 (F1)
- VUFA 6106 (F3)
- VUFA 6108 (M1)
- Unlawful Restraint (F2)
- False Imprisonment F2)
- Theft (F3)
- Receiving Stolen Property (M1)
- Terroristic Threats (M1)
- Simple Assault (M2)
- Recklessly Endangering Another Person (REAP) (M2)
- Impersonating a Public Servant (M2)
On June 8, 2025, the defendant entered the Auto Center store located on the 6500 block of Harbison Avenue. Once inside, he announced to those present that he was an immigration agent and that he was going to take undocumented employees into custody. Surveillance video depicts Rosado dressed in a black baseball cap, blue latex gloves, a tactical vest emblazoned with the words “Security Enforcement Agent”, a black radio, a badge and chain around his neck, and a holstered handgun. He proceeded to zip tie the hands of an employee before taking approximately $1,000 from the store and fleeing the area in an unmarked white van.
Investigators obtained the license plate information from the defendant’s vehicle through surveillance footage after canvassing the neighborhood. They determined that the vehicle was registered to Rosado. Federal authorities assisted investigators in locating properties connected to Rosado, who then obtained search warrants for two locations. A fake badge, black radio, holster, an airsoft gun, and zip ties were recovered as a result of these warrants.
Rosado is scheduled for a preliminary hearing on July 8, 2025.
“The policies coming from the current administration in Washington, D.C., are making it easier for U.S. citizens to commit crimes against marginalized people, such as immigrants,” said District Attorney Krasner. “I consider this case to be more serious than just a robbery. This is a crime against an entire community of people. My office will prosecute this case vigorously and we intend to seek a higher sentence for this defendant due to the nature of his crimes. Thank you to the Philadelphia Police Department and the FBI Violent Crimes Task Force for their thorough investigation of this incident.”
