This investigation was initiated during the month of January 2026 following a narcotics complaint regarding a chronic neighborhood nuisance at “Smiley’s Lucky Star” convenience store, located at 1917 N. 54th Street.

From January 9th to January 31st, Philadelphia Police Department Field Unit Officers observed the defendants engaged in the sale of narcotics, including inside “Alex Grocery” and in front of “Smiley’s Lucky Star.” Investigators collected enough evidence to obtain and execute a search and seizure warrant on the defendants’ residences and vehicles.

Seven firearms were recovered at Defendant Noah Simmons residence, including a firearm converted with a “switch,” (into a fully automatic weapon) as well as a firearm reported stolen. Investigators also recovered ammunition, narcotics, including bulk marijuana knotted in bags and packaged in composition booklets, and $658 in USD.

“The Philadelphia District Attorney’s Office’s collaboration with City Council to crack down on nuisance businesses along our city’s imperative business corridors is an invaluable testament to intergovernmental partnership,” said District Attorney Larry Krasner. “This is the kind of work that has tremendous effect on the life of the community, on surrounding businesses, on customers, on families trying to raise children in our communities who do not want to be surrounded by drug dealing. Thank you to Philadelphia City Council Majority Leader Katherine Gilmore Richardson (At-large) for working so closely with your constituents to help shut down the drug activity along this corridor.”

“Thank you to the many individuals within the Philadelphia Police Department’s Narcotic’s Field Unit,” said Assistant District Attorney Keion Cook. “The diligent work of those investigators aided in our ability to charge these Defendants.”

“There are many public nuisance establishments throughout the city,” said Inspector Anthony Washington, Commanding Officer of the Narcotics Bureau. “I urge the public to continue to give information to our law enforcement agencies, which helps us continue our crackdown on these types of crimes.”

Statement from Philadelphia City Council Majority Leader Katherine Gilmore Richardson (At-large):

“Thank you to District Attorney Krasner and our other City agencies for their efforts to crack down on nuisance businesses across Philadelphia, including today’s action in Wynnefield. I am proud of the work we have done so far to hold bad actors accountable and give our law enforcement agencies and the public the tools they need to take meaningful action against these harmful, destructive businesses, but we are far from finished. Our residents deserve safe, thriving neighborhoods – and we will not stop until that standard is met.”
