DA Larry Krasner Announces DAO’s Fiscal Year 2027 Public Safety Budget Submission to Parker Administration

PHILADELPHIA (March 30, 2026) — District Attorney Larry Krasner and the chiefs of the Philadelphia District Attorney’s Office’s (DAO) Family Violence and Sexual Assault Unit (FVSA), Gun Violence Task Force (GVTF), Economic Crimes Division, and Information Technology Unit announced on Monday the DAO’s Fiscal Year 2027 Budget Request to the residents of Philadelphia, submitted to Mayor Cherelle Parker’s administration.

The DAO’s Fiscal Year 2027 Budget Request is consistent with the modern enforcement priorities of Mayor Cherelle Parker’s “One Philly, One Future” budget proposal and its emphasis on strengthening public safety. The DAO is working in collaboration with the Mayor’s Office and other city, law enforcement, and government partners to ensure the Office is doing all it can to make Philadelphia a safer city.

DAO Budget Requests:

Repeat Domestic Violence Offenders Unit: Recurring Request – Class 100: Personnel $1,062,935
The DAO’s Family Violence and Sexual Assault Unit handles an exceptionally high volume of jury trials involving serious offenses. This Repeat DV Offenders initiative would focus on domestic violence cases (including rape and child abuse) where the offender is a high lethality risk and a repeat offender. This specialized team will: meet with probation routinely to identify the most dangerous offenders/repeat offenders, ensure children who witness domestic violence are referred to counseling, engage in more frequent contact with victims who are at higher risk, provide support to obtain PFAs, as well as facilitating joint community events with partner agencies. This team would further handle cases post-conviction for violations of probation in coordination with domestic violence and sex offender probation of the Probation Department to identify the high-risk repeat offenders and victims most in danger. Further, a mobile response team will be available for dispatch to meet a victim at their location. These program initiatives are entirely new and innovative, with a thoughtful focus on reducing the volume of cases involving repeat offenders and high lethality.

Strengthening the Operations of the DAO’s Gun Violence Task Force: Recurring Request – Class 100: Personnel $1,470,435
As the city of Philadelphia continues to build upon our collective progress in reducing homicides and violent crime across Philadelphia, the Philadelphia District Attorney’s Office will expand the operations of the Gun Violence Taskforce. Our goal is to strengthen prosecution of street group-related shootings, illegal possession of firearms and straw purchasing while increasing our shared intelligence with local, state and federal law enforcement partners. The Gun Violence Task Force will assist the Philadelphia District Attorney’s Office in training of new Assistant District Attorneys, especially those prosecuting gun related offenses. The Gun Violence Task Force will work collaboratively with the DAO’s External Engagement Division to increase support services to families and communities impacted by the trauma of senseless gun violence in Philadelphia. The funding requested is also necessary in order to sustain the work of the GVTF, following the end of GVIP funding in January of 2026.

Hiring Law Enforcement to Support Investigations & Prosecution of Economic Crimes and Senior Citizen Abuse: Recurring Request – Class 100: Personnel $884,465
The Philadelphia District Attorney’s Office remains deeply committed to supporting elderly crime victims through vigorous and modern investigations, prosecution, victim services and engagement. Through the work of the DAO’s Elder Justice Unit, Economic Crimes Division and Organized Retail & House Theft Task Force our team is laser focused on seeking justice for elderly crime victims and securing appropriate consequences and accountability for those who would bring harm to our most vulnerable residents. The Philadelphia District Attorney’s Office is seeking to hire additional Philadelphia County Detectives to lead comprehensive investigations and work collaboratively with our local, state and federal law enforcement and government partners in our pursuit of public safety and supporting our Senior Citizens across the city of Philadelphia.

Technical Requirements: Requesting recurring funding for software licenses and equipment: Total FY27 Request: $1,023,155
In core office technology, the DAO is experiencing funding deficits and challenges that require incremental and sustainable funding sources going forward, including Microsoft Subscription Licenses for Word, Excel, PowerPoint, and Outlook desktop applications; Axon Evidence.com for all of the city’s body worn cameras, the in-car cameras, and a wide variety of other digital evidence material; Matrix Prosecutor Electronic Case Management System to fully transition from paper to electronic case file, and create criminal justice efficiencies which will ultimately better serve the community; and Equipment, which allows the DAO to regularly replace computers and other necessary equipment.

“The DAO’s mission is to seek justice for crime victims through a safe, fair, and equitable criminal legal system in Philadelphia,” said District Attorney Krasner. “The budgetary support the DAO is seeking will help restore balance to the criminal justice system by prioritizing public safety; supporting victims, co-victims, survivors, witnesses, and families; ending the era of mass incarceration; and moving beyond the false promises of overly punitive policies.”
