For the Commonwealth highlights the important work our prosecutors are doing to help secure justice in specific cases brought by the Philadelphia District Attorney’s Office.

Assistant District Attorney Sanhita Sen of our Special Investigations Unit (SIU) helped secure justice recently in a case involving a former school security officer, Howard Rubin, who pleaded guilty to sexually abusing two juveniles in 2013. The defendant was arrested and charged in 2020. Evidence included two incriminating Mirandized statements he made to law enforcement, phone records and text messages, prison calls, a string of other misconduct allegations from various sources, a lengthy trail of court documents indicating how the defendant used the justice system against young men to perpetuate his predatory behavior, in addition to statements from the two survivors. ADA Sen believes, based on the obtained text messages and admissions from the defendant himself, that the defendant has inflicted harm on other youth as well.
